FIRE ALARM POLICY for BUILDING OCCUPANTS
MAIN LIBRARY – BUILDING #55
In the event of a fire or fire alarm, The University of Arizona requires all occupants of university buildings to NOTIFY appropriate groups of the fire, and EVACUATE the building.
NOTIFICATION PROCEDURE
If you discover a fire, or if you smell or see smoke:
- Activate the building's fire alarm by pulling a manual fire alarm station. These devices are located at all stairwell doors and exits from the building.
- Follow the evacuation procedures outlined below.
EVACUATION PROCEDURE
If you hear the fire alarm horns or see the fire alarm strobes flashing:
- Evacuate the building immediately via the closest exit or stairs. DO NOT USE THE ELEVATORS. As you leave your work area, close all doors, including any that have been propped open.
- If the exit leads to the Integrated Learning Center, continue up to ground level.
- Move away from the building so you are not between it and where the fire department will respond. All building occupants must congregate at the evacuation point outlined below:
Evacuation Point #1 – the mall grass area east across Cherry Avenue
Evacuation Point #2 – the sidewalk area across 4th street south of the Main Library
- Report any details of the fire to the University of Arizona Police Department (911 or 621-8273) after evacuating. State that you are calling about the MAIN LIBRARY - BUILDING # 55.
- Remain outside the building, at the designated evacuation points, until UAPD personnel give the "ALL CLEAR". ONLY PEOPLE LOCATED AT THE DESIGNATED EVACUATION POINTS WILL BE NOTIFIED WHEN THE BUILDING MAY BE RE-OCCUPIED. If you evacuate to another location, you may not receive the "ALL CLEAR" notice.
NEVER ENTER A BUILDING IF YOU HEAR THE FIRE ALARM HORN OR SEE THE FIRE ALARM STROBES FLASHING. A fire or other emergency could be in progress and you may be putting yourself in danger.
It is even more important that you NEVER RE-ENTER A BUILDING YOU HAVE EVACUATED UNTIL YOU HAVE HEARD THE “ALL CLEAR”. Both UAPD and Tucson Fire Department will silence the fire alarm horns when they arrive at a building so they can communicate over their radios. Just because you may hear the fire alarm horn turn off doesn't mean the building can be re-entered. Wait at the designated evacuation point for notice from UAPD that you can go back into the building.

EVACUATION POLICY FOR THE MOBILITY IMPAIRED
MAIN LIBRARY – BUILDING #55
Supervisors should specifically make sure that any mobility impaired employee is informed of the closest safe refuge area locations and evacuation procedures in the event of an emergency. All other staff members should also be informed of the evacuation procedure for mobility impaired persons.
- If a mobility-impaired person is able to exit the building without use of the elevator (i.e. the person is on the ground level of the building) then they should exit the building and proceed to one of the evacuation areas.
- If a mobility-impaired person is located on an upper floor or in a basement, a co-worker or supervisor should escort the mobility-impaired person to the nearest ENCLOSED stairwell. DO NOT ATTEMPT TO CARRY ANYONE UP OR DOWN THE STAIRS!
- Instruct the mobility-impaired person to remain in the stairwell. Stairwells are safe refuges, they have a higher fire resistant construction. It is acceptable for a staff member to remain in the stairwell with a mobility impaired person ONLY if there is another staff member evacuating that can report to Tucson Fire Department the location of people in a stairwell.
- Make sure any doors to the stairwell are closed. Open doors will violate the safe "envelope" and might allow smoke, and possibly fire, into the stairwell.
- Once outside, whoever escorted the mobility impaired person into the stairwell should inform the Tucson Fire Department Command Center that someone is in a stairwell and the location of that particular stairwell. Tucson Fire Department will make the determination to evacuate people in stairwells if necessary.
After UAPD has given the "ALL CLEAR", the co-worker or supervisor should go immediately to the safe refuge area and escort the mobility impaired person from the stairwell.

- Once outside, whoever escorted the mobility impaired person into the stairwell should inform the Tucson Fire Department Command Center that someone is in a stairwell and the location of that particular stairwell. Tucson Fire Department will make the determination to evacuate people in stairwells if necessary.
- After UAPD has given the "ALL CLEAR", the co-worker or supervisor should go immediately to the safe refuge area and escort the mobility impaired person from the stairwell.

POLICY FOR APPROPRIATE ACTION IF A FIRE OR ALARM OCCURS

If you discover fire, smoke or hear the fire alarm:
* Leave the building immediately via the stairs. DO NOT USE THE ELEVATORS. As you leave close all doors, including those propped open.
* On your way out, you will pass a fire alarm pull station. If the alarm is not already ringing, PULL IT.
* Once outside, move as far away from the building as possible:
- People exiting from the west and south doors should move across the bike lanes and stand by the Music Building.
- People exiting from the east and north doors should move east across the parking lot and stand two parking rows away from the bulding.
* Building Monitor should call the University Police Department and report the details of the fire: MAIN CAMPUS UAPD 1-8273
* Remain outside the building until the "ALL CLEAR" is given by the Tucson Fire Department or UAPD.
For mobility impaired persons:
Should a mobility impaired person be able to exit the building without use of the elevator, (EXAMPLE - they are located on the ground level), then they should exit the building. If exit from the building is only possible by use of the elevator, follow the procedures outlined below:
* A co-worker, supervisor, or building monitor should escort any mobility impaired person to the nearest stairwell and instruct that person to remain in the stairwell. DO NOT ATTEMPT TO CARRY ANYONE DOWN THE STAIRS. In case of a fire, the stairwells are "safe refuge areas for up to two hours, and include separate ventilation systems.
* Make sure all doors to the stairwell are closed. Open doors violate the safe refuge area and permit smoke, heat and other products of combustion into the stair.
* Once outside, the co-worker, supervisor or building monitor should inform the Tucson Fire Department Command Center that there is a mobility impaired person on a stair landing, which floor the person is on and location of the stair. Tucson Fire Department will determine whether or not to evacuate people from the stairwells.
* After the "ALL CLEAR" has been given by the Tucson Fire Department or UAPD, the co-worker, supervisor, or building monitor should go immediately to the stair landing and escort the mobility impaired person back to his/her workstation/classroom.

POLICY FOR HALON ACTIVATION ALARM
If you routinely work in an area protected with a halon extinguishing system, there are several things you should be aware of in your work area:
1. The locations of fire alarm and fire suppression devices, (such as pull stations, fire extinguishers, smoke detectors, release nozzles, etc.),
2. The locations of exits, and
3. The locations of abort switches for the halon system.
Halon extinguishing systems have built in safetys which prevent accidental release of the extinguishing agent. At least two smoke detectors must activate before the agent is released. There is a time period before the agent is released which gives people a chance to activate an abort switch. This switch operates on a "dead man" principle. Once pushed in to abort the release of halon, the switch must be held until the fire department or police arrive and deactivate the system. If the switch is not held down, the halon will be released.
